After further research, the answer was in the Application booklet. 
On page three it says "The oral examination must be taken within 3 years of the date of the initial notification of eligibility to enter the certification examination process."
So, the final answer is that if you delay taking the oral exam so that it occurs three years after the initial letter you received, declaring you to be eligible to take the written exam, you will not be allowed to take the oral and will have to start the whole process over (from scratch).
So, I would not delay in taking the oral.

As stated in the 2019 CCE Application form, page 3:
3. ORAL EXAMINATION- Following successful completion of the written examination, the candidate is scheduled for an oral examination. The oral examination questions will be selected from the same content areas as the written examination. The exam consists of 3 questions to be delivered and answered in 1 ¾ hours.
The oral examination must be taken within 3 years of the date of the initial notification of eligibility to enter the certification examination process.
If the applicant does not pass the oral examination, he or she is allowed, under the current application, one retest after a period of one year, but within three years of the date of the initial written examination. The retesting fee for the oral examination is USD150.

This is currently under review for the 2020 CCE Application/Handbook.
