21 April 2022Session 8: An Objective Capital Equipment Replacement Planning MethodThe COVID-19 pandemic has heightened the awareness of healthcare executives to be extremely judicious in their capital spending on medical equipment. Gone are the days when physicians and nurses can get equipment replaced because it has reached “useful life,” or new “bells and whistles” are now available. To assist them an objective model has been developed considering 4 sets of variables: (1) clinical impact: mission criticality and patient impact, (2) safety: recalls, patient incidents and cybersecurity, (3) condition: physical state, reliability and age, and (4) supportability: parts and service availability and costs. This method provides a replacement plan that can be adjusted to meet hospital priorities, thus reducing unnecessary capital expenses and, most importantly, lessening patient risks and delay/denial of care. 08 April 2021Device Integration: Journey to Realizing Plug-and-Trust InteroperabilityIn 2005, ACCE teamed up with HIMSS, RSNA and IHE International to create the IHE Patient Care Devices (PCD) group. 15 years later, this collaborative effort has resulted in standards-based medical device integration specifications that are implemented in dozens of products worldwide and solve many of the basic challenges of flowing vital signs information to EHRs, or routing alerts to caregivers, or supporting infusion pump programming and 6-rights checking. Additionally, when the IEC 80001-1 risk management standard was first published in 2010, ACCE played an active role in helping its members understand and apply its processes to device integration projects. Is patient safety and care quality improved? Is the clinical engineer’s role more impactful within the health care organization? Have these standards-based efforts delivered where it counts: at the patient’s bedside? Is there hope – and why! – that things will improve in the near future? Can see the roots of that in standards and products that are hitting the street … today? This session on realizing the promise of “plug-and-trust” medical device interoperability provides a brief recounting of ACCE’s role in advancing standards-based device integration from the creation of IHE PCD in 2005 to the present, including current changes (such as the 2nd edition to 80001-1). It then looks at the reality of medical device interoperability (MDI) at the acute care bedside, especially for clinical engineers, and explains how current efforts underway will address many of the fundamental issues that have prevented realizing the 40+ years of promised benefits from true plug-and-trust MDI.ACCE Educational Webinar Series

14 March 2019Focused Technology - emerging trends in various equipment categories
Lifecycle management of imaging modalities proves to be a balancing act of life expectancy and expenditure of high dollars. Biomedical Engineering can be placed “between a rock and a hard place” when managing conversations with clinical users and finance about replacing these modalities. With Siemens Teamplay, though, Biomedical Engineering has the ability to look at utilization of imaging modalities that use a DICOM header to push images to PACS. This reporting application has the ability to look at dosage, modality workload and protocol used during exams. It is a vendor agnostic system that can access all imaging modalities. In this session, Siemens will present information about Teamplay and outline the added benefits of their technology.

Ambulatory Telehealth has been fairly well established in the medical space, but a growing need for inpatient telemedicine has been a recent trend. In certain locations, specifically rural communities, there are physician shortages, especially when it comes to physicians trained in critical care medicine or other subspecialties. Telemedicine expands the geographical reach of highly trained clinical specialists, getting the proper care to a larger demographic. The potential benefits of implementing an effective Tele ICU not only include providing increased access to physicians in rural areas but also elimination of unnecessary costs, and most importantly increased patient care by potentially reducing readmissions, mortality rate, and transfer rate. This session will review the technology involved when implementing a Tele ICU, the impact on bed side clinical staff, and the benefits to the patient.

10 January 2019Staffing Models & Justification to Management
Several models have been proposed for determining the proper staffing levels at CE departments. Few of them, however, have been based on or tested with large amount of actual data. A study of data collected from hundreds of acute care hospitals has shown that it is difficult to use CE data to build reliable models due to inconsistency in data collection. On the other hand, good correlations of staffing with several hospital indicators were found, suggesting that it is possible to build an accurate, but not precise, model. Such a model can be used as a good starting point for a more detailed analysis of the differences that could reveal substantive causes and opportunities for major productivity improvements. In addition, it could help to justify staffing increase to senior management.

11 October 2018FDA Update - Service Regulation
In May 15, 2018, FDA published a report on the quality, safety, and effectiveness of servicing of medical devices in accordance with section 710 of the FDA Reauthorization Act of 2017 (FDARA). The report summarized FDA's existing rules and regulations, the responses to FDA's public outreach, the available evidence pertaining to the quality, safety, and effectiveness of medical device servicing, key issues, and on-going activities. Stakeholders have differing views about quality, safety, and effectiveness of servicing performed by original equipment manufacturers (OEMs) and third party entities, and the need for imposing additional regulation. Based on our review of information, we believe the currently available objective evidence is not sufficient to conclude whether or not there is a widespread public health concern related to servicing of medical devices, including third party services, that would justify imposing additional/different burdensome regulatory requirements at this time
Although we do not believe that additional, formal regulatory action is warranted, based on the available information and findings, we intend to pursue the following actions: Promote the Adoption of Quality Management Principles; Clarify the Difference between Servicing and Remanufacturing; Strengthen Cybersecurity Practices Associated with Servicing of Medical Devices; and Foster Evidence Development to Assess the Quality, Safety and Effectiveness of Medical Device Servicing.

12 November 2015Suggestions for Managing a Clinical Engineering/Healthcare Technology Management Department
Managing a multi-million dollar medical equipment program can seem like a daunting task, but utilizing data and effective communication skills can help place a department on the path to success. Clinicians look to clinical engineers or healthcare technology managers to provide informed suggestions and advice for selecting medical equipment. C-suites expect clinical engineers to maximize patient care services while minimizing the overall cost to the hospital, and cost-analysis tools can be used to determine when a piece of equipment needs replacement. Benchmark data or metrics, like corrective and preventative maintenance completion rates, can help provide direction to a medical equipment management program. Interpersonal communication, though simple, is one of the most valuable skills a manager can possess. Clinical engineers and/or healthcare technology managers are looked to for advice on medical equipment selection and maintenance, and some simple yet effective tools can be utilized to optimize performance and money allocated to the department.

10 September 2015Strategic Approach Toward Clinical Technology Acquisitions: Recommended Methodologies & Tools
The annual capital budget for an organization’s clinical technology acquisitions today is often 8 to 10 times what the same organization spent 10 years ago … and that trend is likely to continue rising.  The rapid evolution of new and complex technologies (e.g., hybrid ORs, radiosurgical systems, robotic surgical systems, 3D imaging, real-time vital sign monitoring for general patient population, etc.) poses significant challenges for organizations who strive to adopt technologies that both broaden and improve patient care services while better managing costs. This session describes
• why organizations can no longer afford to acquire and deploy significant or substantially new clinical technologies without first giving appropriate consideration to input from objective sources related to the strategic, clinical, safety, operational, and financial implications of that acquisition
• the important sources of objective information that decision makers should typically seek out before deciding on
• a scalable structure, process (flowchart) and set of tools that can help ensure your organization gives an appropriate level of consideration to the selection and adoption of new clinical technologies
• the process for achieving consensus on objectives for the acquisition and the subsequent review of the level of success in meeting those objectives
